The Odesa Sea Port authority congratulated the master of MY SeaDream II on the "birthday"of the vessel

The cruise vessel SeaDream II, that visited Odesa today, September 28, 2021 was launched on September 29, 1984. The launching of the vessel is referred to the ceremony of a child’s Christening. The next day, the crew and passengers of SeaDream II will celebrate a significant date – the "birthday" of their vessel.


The current call of the cruise liner on the traverse of the Vorontsov lighthouse has the historical significance without exaggeration – as she is the first cruise vessel under a foreign flag since the beginning of the Covid-19 pandemic - the port authority expressed its respect for the crew and congratulated the seamen on their little holiday.


At 2 p.m., Mr. Maksym Lapai – the Head of the Odesa Branch of the State Enterprise «Ukrainian Sea Ports Authority» and Mr. Denys Karpov – the Deputy Head of the Odesa Branch of the State Enterprise «Ukrainian Sea Ports Authority» on operational services, attended board of the vessel. Representatives of the Odesa port authority presented to the master - the British captain Michael Macleod, the special gift - a ship's watch, mounted into a stylized copy of the rudder of an old sailboat.


Presenting the gift, Mr. Lapai warmly thanked the master and his crew for the courage they showed making the decision to call Odesa port during the pandemic, and expressed the hope that the impressions of tourist facilities of the sea capital of Ukraine and hospitality of Odesa will surpass their expectations.


It is to remind, that the mega-yacht SeaDream II of a class "premium" visiting Odesa for a day. During this time, the passengers will have time to go on a sightseeing tour of the city, visit the world-famous Opera House, the museums in the Catacombs and the winery "Shustov".

Odesa port was visited by the first cruise vessel since the beginning of the pandemic

Today, September 28, 2021, at 1:30 p.m., the Odesa port solemnly greeted with the music of orchestra the mooring at berth No. 15 of the passenger vessel SeaDream II (length - 105 m, flag - Bahamas). The route of the mega yacht includes the ports of the Mediterranean and Black Seas, starting in Greek Athens. The previous port of call before Odesa is the Romanian Constanta. Tomorrow according to the schedule, the ship will be removed for the transition to the Bulgarian Varna. At the moment, about 60 tourists are traveling on board the MY SeaDream II, mainly - citizens of the USA and Canada.


Before the first cruise ship calling since the beginning of the pandemic, the Port authority together with the State Institution “Laboratory Center of the Ministry of Health of Ukraine on Water Transport” developed and implemented an operational “Port’s Contingency Plan for the primary anti-pandemic measures" that consists of a number of health and safety actions as well as the operating procedures to be done to prevent COVID-19 spreading while accepting cruise vessels. This document takes into account the recommendations of the WHO, IMO and is in line with EU Healthy Gateways recommendations to ensure the safety of passengers and crew from COVID-19.


- The passenger liner that visited the port today belongs to the class of mega-yachts and is filled with tourists by 50 percent. Thus, a relatively small number of tourists makes it easier for us to work out the algorithm of measures related to the implementation of the protocol for servicing a cruise ship in a pandemic, ”says Maxym Lapai, head of the Odesa branch of the State Enterprise "Ukrainian Sea Ports Authority". - In preparation for the reception of SeaDream II, we held an extended meeting with the participation of representatives of the City Council, a tour operator company, a shipping agency, customs and border officials. After mooring the tourists went ashore and went to the tour buses through the corridor, arranged with the restrictive stands, signs installed on the berth literally at every step remind guests of the need to observe the mask mode, safe distance and hand disinfection.


According to M. Lapai, the service of passengers of the MY Sea Dream II under the COVID-19 preventing protocols will allow the Odesa port to gain the appropriate experience for the safe reception of the cruise fleet next year. By the moment, the port authority has received 31 requests from cruise lines to visit Odesa in the 2022 season.


As a reminder, the calls to Odesa of cruise vessels under the foreign flag were terminated in 2016 due to the deteriorating security situation in the Black Sea region. The five-year pause was broken only twice: on June 14, 2017, the port was visited by a small expedition liner ISLAND SKY with 104 tourists on board, and on October 30, 2019, the view of the Odesa sea terminal was literally decorated with MV AMERA with 750 passengers.


Despite the negative political, economic and epidemic factors that have practically stopped cruise shipping in the Black Sea basin in recent years, Odesa seaport does not stop contacting with the leading operators of the world cruise fleet for a day. Moreover, the port authority actively participates in the work of the world's largest association of cruise business entities «MedCruise» and several years ago initiated the creation of an international advisory body that deals with the coordination of the restoration of cruise shipping in the North-Western part of the Black Sea - the Black Sea Working Group.




Mega-yacht Sea Dream II was built in 1985 and renovated in 2013. This is a luxurious premium liner equipped with a platform and water sports facilities for tourists. The passenger capacity of the vessel is 112/115 people, the crew is 92 people.


According to the Berlitz Cruising & Cruise Ships Guide, in 2019 MY SeaDream II ranked fourth in the world TOP-5 of the best small ships (Boutique-ship).


In the latest sanitary inspection by the US Centers for Disease Control and Prevention (CDC Organization), the liner scored 90 points out of 100.


In the summer, the vessel cruises between the ports of the Mediterranean Sea, in the winter - in the Caribbean.


On August 20, 2013 a sister ship of the MY SeaDream II - the MY SeaDream I visited the port of Odesa.












Odesa seaport is ready to receive cruise liners for navigation in 2021 (following the VII meeting of the Black Sea Working Group)

The authorities of the ports of Odesa, Constanta, Varna and Burgas have fully worked out the documents necessary for the reception and maintenance of cruise ships, taking into account the published European health standards introduced to ensure the safety of passengers and crew members from infection of Covid-19 coronavirus. This was announced by the representatives of the ports during the VII meeting of the Black Sea Working Group - an advisory body that deals with the coordination of the restoration of cruise traffic in the North-Western part of the Black Sea basin.


The meeting took place the other day in a videoconference format. According to the information of its participants, the parties discussed and agreed on a unified concept of coastal services for the cruise fleet in the ports of Ukraine, Romania and Bulgaria, including the requirements of the safety protocols on board the ship adopted by shipping companies. In the final minutes of the meeting, its participants separately emphasized that at the beginning of 2021, there are no ports represented in the Black Sea Working Group, that have any formal obstacles to receiving and servicing cruise ships, their passengers and crew members.


“As for the Odesa port, we are ready to serve the cruise liners in the post-covid period on the new procedure,” comments the results of the VII meeting of the Black Sea working group Maxim LAPAY, General Manager of the Odesa branch of the State Enterprise “Ukrainian Seaports Authority”. - In short, the content of the innovation lies in the fact that before the ship enters the port, information is exchanged between the captain and our dispatcher about the presence and compatibility the of "Operational plans" of actions at the port of call in case of a patient with suspected infectious diseases is found on board. This allows organizing well-coordinated interaction between port services and ship crews in order to minimize the threat of the spread of coronavirus ...


As M. Lapay further said, the “Operational plan” of the port authority for carrying out primary anti-epidemic measures in case of a patient with suspected infectious disease is detected on board a passenger ship, was developed taking into account the recommendations of the European Union project to restart cruise operations after the lifting of restrictive measures in connection with COVID-19. This document is the main one regulating the reception and maintenance of ships flying foreign flags in a pandemic. It was approved by the State Institution “Laboratory Center of the Ministry of Health of Ukraine on Water Transport” and agreed by the Odesa border detachment.


At the same time, according to the General Manager’s words, the only normative act that restricts the free movement of foreigners on the territory of Ukraine during quarantine period is the Resolution of the Cabinet of Ministers of Ukraine dated December 9, 2020 No. 1236 "On the establishment of quarantine and the introduction of restrictive anti-epidemic measures in order to prevent the spread of the acute respiratory disease COVID-19 caused by the SARS-CoV-2 coronavirus on the territory of Ukraine”.


According to this Resolution, during the quarantine period, foreigners are prohibited from crossing the state border ... without an existing insurance policy (certificate,) issued by an insurance company registered in Ukraine, or a foreign insurance company that has a representative office in Ukraine or a contractual relationship with an insurance by a partner company on the territory of Ukraine (assistance *), and covers the costs associated with the treatment of COVID-19, observation, and is valid for the period of stay in Ukraine.


As far as we know, all passengers of cruise ships have appropriate insurance policies. Taking this into account, Odesa seaport authority does not see any obstacles for the reception and maintenance of cruise ships in the navigation of 2021, Lapai summed up.


It should be reminded that in total for the season of 2021, 22 applications were accepted from cruise companies to call the Odesa port. The season is due to open on May 7, by the vessel «Azamara Quest» of the company Azamara Cruises. According to the preliminary information from the tour operator, the cruise company does plan to make the call on the announced date.

Dear colleagues, friends, partners!

Today, on the last working day before a series of Christmas and New Year holidays, a sea rescue operation was successfully carried out in the port of Odesa to prevent the sinking of the non-self-propelled vessel MB-2. In this regard, I express my gratitude to all specialists and companies who took part in the operation for clear, quick and competent actions in an emergency.


It so happened that this event ends another period in my personal career as a specialist in sea transport - the Ministry of Infrastructure of Ukraine made a decision to change the management of the Odesa seaport Authority. And today is my last working day as the General Manager of the Odesa branch of the SE “USPA”.


In this position I had the opportunity to work with you for only one year. But this year the joint efforts of the port authority and partner companies have managed to implement more infrastructure projects than in the previous five years. Thanks to our unity and determination, such a difficult and unpredictable year for the whole planet, 2020 became a year of victories for the Odesa port:

- commissioning of the 1st launch complex of the reconstructed berth №7 of the Quarantine pier;

- the first stage of the port's main overpass was reconstructed;

- the berth 1-z on Androsovskiy pier was completed, that had been considered a long-term construction project for almost a decade;

- new railway unloading fronts have been created at berths №№9-10 of Platonovskiy pier;

- IT-service for advance planning and guaranteed entering of freight transport to the port "Time-slot" was introduced;

- the prestigious award of the largest cruise ports association in the world "Medcruise" - Mare Nostrum MedCruise Awards, as "The port of the Black Sea region, which demonstrates the greatest commitment during the pandemic" was received;

- and, finally, the operation to remove the damaged tanker "Delphi" from the beach area of ​​Odesa was successfully carrying out, we showed to all of Ukraine that in Odesa it is possible to assemble a team of professionals capable of solving such problems.


In addition, we managed to start work on other projects that are vital for the competitiveness of the port and the well-being of the team in the future: project works are already underway as part of the largest reconstruction of the left wing of the Platonovsky breakwater over the past 20 years, the reconstruction of the 3rd stage of the main overpass and the capital repair of intra-port roads.


Leaving the post of the General Manager of the Odesa branch of the Ukrainian Sea Ports Administration, I want to say a sincere "thank you" to everyone with whom I had to work side by side for the last 17 years, primarily to my teachers, thanks to whom I was able to go through this difficult but exciting path from a simple engineer to the head of the "first port" of Ukraine. Also, I am sincerely grateful to the leadership of the MIU and the SE "USPA" for the fruitful work, and as a result, invaluable experience.


I hope that this experience of professionalism, teamwork and constant movement towards new goals will help me benefit the maritime industry in the future.

Odesa sea port Authority together with international partners has launched a large-scale promotion to attract cruise tourists in 2022-23 years

In early December, the world's largest cruise ports Association «MedCruise» launched an online marketing campaign aimed at resuming sea travels in the Mediterranean, Black, Adriatic and Red Seas. The goal of this campaign is to show as fully as possible the attractiveness of the “tourist Mecca of the world” in the run up of the cruise routes developing for 2022–2023 by world tour operators. At the initiative of Odesa port Authority, the marketing campaign includes a demonstration of the tourism potential of Odesa, Constanta, Burgas and Varna - passenger ports that are part of the Black Sea Working Group (on the development of sea tourism).


The promo video of these ports reflects the richness of the architectural, cultural, ethnic and natural originality of the North-Western Black Sea region and shows the possibilities of the tourist infrastructure available in the region: passenger terminals in seaports, airports, hotels, entertainment and other service facilities. The "Odesa’s" part of the presentation video was provided to the External relations department of the port authority by the Department of Culture and Tourism of Odesa City Council in frames of cooperation.

Excursion to the Vorontsov lighthouse, a festive gift from the Odesa Sea Port Authority for people with hearing disabilities

In commemoration of the 226th anniversary of the founding of Odesa port, the authority of the enterprise made a gift to people with hearing disabilities. On September 4, this year, st the request of the Odesa Regional Youth Organization of the Ukrainian Society of the Deaf (USOD) an excursion ‘Lighthouse Path’ was organized for members of the said society.


‘It turned out to be difficult to work with this category of excursionists’, said Tatiana Yakovleva, an engineer of the external relations department. ‘These are big organizational problems, and it is very difficult to convey information through a sign language interpreter. But difficulties are forgotten when you see that people have received a positive emotional charge that they probably need more than we do.


The hearing loss of the UTOD members was a bit compensated by the virtuoso use of modern gadgets. The excursionists even managed to relay the walk to their friends. Thus, the two dozen members of the UTOD who were at the Vorontsov lighthouse were joined by the same number, and possibly a larger audience of virtual excursionists.


Despite the cloudy weather, the guests of the port were in high spirits. They expressed their gratitude to the organizers, only regretted that the interesting trip was limited in time.

The cargo turnover of the oil harbor of Odesa port for 8 months of this year exceeded the mark of 1 million tons

At the end of last month, the dispatchers of the fleet group of the port authority main dispatching office forecast the August volume of cargo transshipment at the berths of the oil harbor to be at least 120 thousand tons. In fact, 125 thousand tons were recorded. The forecast error was 0.5%.


Actually, the last month of the summer, two tankers under the Maltese flag, which entered the port in the last summer week, ‘made’ at the oil harbor. So, on August 24, the NAFTILOS AN m/v (L = 180m) moored to the berth 1N for loading 33.592 thousand tons of export fuel oil for Cyprus. The next day, the SEAMAGIC m/v (L = 250m) moored to the berth 2N and delivered 82.218 thousand tons of imported oil from the Croatian port of Omisalj. In total, it made 116.218 thousand tons. The rest of the volume in the statistics of the August cargo turnover of the oil harbor was ‘recorded’ by four gas tankers.


According to Alexander Krikunov, the senior dispatcher of the fleet group of the main dispatching office, in January-August of this year, OH's cargo turnover reached 1.068,11 thousand tons, which is 82.11 thousand tons more than the result of the same period last year. As O. Krikunov noted, five tankers are expected to call in September: one with imported oil, one for export fuel oil and three gas carriers. The listed vessels must ensure the monthly turnover of oil and oil products at the same level as in August. If the error of this forecast is minimal, the port will end the third quarter also with a positive result of transshipment of liquid cargo in relation to the same period last year.

The first stage, cleaning of the DELFI emergency tanker is completed. The tanker is placed on an even keel

Today, August 26, at 11:50, the DELFI tanker, which had been lying on the starboard side between the stones and the breakwater of the Odesa beach ‘Dolphin’ for 9 months, was placed on an even keel.


All works were performed in accordance with the Plan of execution of works (PEW) for the lifting of DELFI m/v developed by the Contractor - the ‘Kranship’ company and approved by the captain of the Harbor Master of Odesa port. The operation involved four units of the Kranship fleet: the Atlas-4 floating crane, the Diamond N and Topaz N main tugs, and the Avant auxiliary tug.


‘From 21.11.2019 to 20.07.2020 (Eight months !!!) the shipowner and the specialists hired by him were unsuccessfully lifting the tanker. Only on July 21, 2020, the right to perform the lifting went to the State Enterprise ‘USPA’, comprehensive and urgent measures were taken, which became possible thanks to the decisions of the Ministry of Infrastructure, Odesa Regional State Administration, SES of Ukraine and Odesa Mayor and granting the status of Emergency of local level. Already on August 10, 2020, a three-party agreement was concluded, and the lifting of the DELFI tanker was undertaken by USPA (represented by the Odesa port authority - Customer), the Transship Group (Contractor) and Brooklyn-Kyiv LLC (Payer). I would like to emphasize not only the support but also the constant strict control of Vladyslav Krykliy, the Minister of Infrastructure, personally’, Oleksandr HOLODNYTSKY said.


In less than two weeks, a tremendous amount of work has been done almost from scratch: dismantling the stones where the tanker lay, cleaning the interior of the vessel from sand and providing the vessel with additional buoyancy by repairing damaged hulls and sealing individual compartments. At the same time, the interior of the tanker was cleaned of oil residues using a hydraulic installation-oil catcher LamorLPP.


‘At least 15 people worked every day, including weekends, directly on the tanker, under water and on its surface. Additional specialists were involved in the course of the works. Every 2-3 days, brainstorming was conducted to analyze the implementation and adjustment of plans, with the involvement of designers, practitioners and scientists. The professional team working on lifting the tanker is focused exclusively on a positive result’, Ruslan SAKHAUTDINOV, General Manager of Odesa sea port authority commented.


The placing of the hull of the emergency vessel on the even keel was carried out by two tugs, Diamond N and Topaz N. Specially made steel trusses were welded to its hull to evenly distribute the efforts of tugs on as large an area of ​​the thin side of the old vessel as possible (DELFI is 50 years old).


The coordination of the work of both tugs involved in the lifting was carried out from aboard the Atlas 4 floating crane, where the operational headquarters of the operation is based. The crew of the Sea Ant multi-purpose oil garbage disposal vessel was also monitoring the environmental situation at the site and was ready to deal with emergency spills.


Completion of the operation of placing the emergency vessel on an even keel will be the minimization of the trim, ie the alignment of the stern and bow draught. At the second stage, a visual inspection of the hull, sealing and repair will be carried out. As a result, the work plan and deadlines can be adjusted.


The purpose of these and other operations is to ensure the buoyancy of the emergency vessel. After reaching these parameters, the vessel will be transported from the accident site using a pontoon and a floating crane of the Transship group of companies.

On August 24, at the 17th berth of Odesa port, the grand opening of the Black Sea Cup cruising yacht regatta, dedicated to the Independence Day of Ukraine, took place. The start of the ships under sail added a festive atmosphere to the port's passenger terminal.


Yachtsmen and all those who are not indifferent to sailing took part in the event. Those present were congratulated by Sergei Chervyakov, the chairman of the Odesa Regional Sailing Federation, honored guests and sponsors of the tournament.


Oleg Stashkevich, the most titled yachtsman of Odesa, captain of the Maestro yacht, who, moreover, along with S. Chervyakov, has been a participant of all Black Sea Cup regattas since 1973, described the Black Sea Cup as the best sailing competition in Ukraine:


- For example, long-distance night races are not held anywhere in Ukraine, and we have succeeded.


According to the results of previous races, the Maestro yacht, like all previous years, ranks high, another yacht of Odesa port, Maestro II, (Yuri Goncharov, captain) is also among the leaders in its group, the Sheriff sailing ship of the SE ‘Odesa Port’ (Evgeny Tarasov, captain).


After the grand opening of the regatta, the sailing ships staged a parade for the spectators in the New and Cabotazhnaia harbors of Odesa port, and then, past the Vorontsovsky lighthouse, decorated with a huge cloth of the State flag, they went to the start of the next race.
